Purpose:

The business case records the justification for starting a project.  It describes the benefits, costs, and impact, plus a calculation of the financial case.

Objective:

Outline the rationale for undertaking the project, and define the parameters and management factors involved in the project itself. It provides the project manager with a tool to guide the design, management, and evaluation of the project.

Description:

Policies, strategies, programs, and projects will only achieve their spending objectives and deliver benefits if they have been scoped robustly and planned realistically from the outset and the associated risks are taken into account.

The business case, both as a product and a process, provides decision-makers, stakeholders, and the public with a management tool for evidence-based and transparent decision-making and a framework for the delivery, management, and performance monitoring of the resultant scheme.

The business case in support of a new policy, new strategy, new program, or new project must evidence:

    • That the intervention is supported by a compelling case for change that provides a holistic fit with other parts of the organization and public sector– the “strategic case.”
    • That the intervention represents the best public value – the “economic case.”
    • That the proposed Deal is attractive to the marketplace, can be procured, and is commercially viable – the “commercial case.”
    • That the proposed spend is affordable – the “financial case.”  That what is required from all parties is achievable – “the management case.”

Inputs:

  • Business Process Knowledge: The knowledge required to build the Context Diagram will mostly come from the Project Champion concerning, related organizations, related processes, key inputs and outputs, related initiatives, and process purpose and boundaries.
  • System Landscape: The landscape of the systems should be confirmed with the Process Owner or their representative, as well as, the Project Champion.

Outputs:

  • Goal Model: Used throughout the development of the Business Case.  It will be used to drive the content and performance level of the To-Be process design. It will also drive the development of the Process Measures Model.
  • Business Context Model: The Project Champion will define project boundaries and determine project resources for execution and governance by using scope information included in the context Diagram.

Create To-Be Process Flow

    2. Perform Change Impact/Risk Analysis

    1. Using the Change Impact Risk Analysis Template, [the Business Relationship Manager] with support from [the Project Champion] and consulting with Subject Matter Experts, is responsible for facilitating the sessions to identify and document the Change Impact/Risk Analysis.

Perform Business Value Analysis

    1. Using the Business Value Analysis Template, [the Business Relationship Manager] with support from [the Project Champion] and consulting with Subject Matter Experts, is responsible for facilitating the sessions to identify and document the Business Value Analysis.

Develop Implementation Strategy

    1. Using the Implementation Strategy Template, [the Business Relationship Manager] with support from [the Project Champion] and consulting with Subject Matter Experts, is responsible for facilitating the sessions to identify and document the Implementation Strategy.

Create Process Measures Documents
