Purpose:

A baseline is a set of specifications or work products that has been formally agreed upon and serves as the basis for further development or delivery to the customer.  Thus, baselines provide a stable basis for the continuing evolution of Configuration Items.  Baseline work products can be changed only through Change Control.

Objective:

A baseline of identified work products is established.

Description:

A baseline provides a starting point from which a comparison can be made. It is conducted prior to the beginning of the intervention and is the point of comparison for monitoring and evaluation of data. The bulk of baseline studies focuses on the intended outcomes of a project. They can also take into account secondary outcomes and assumptions, though these are not the primary emphasis.
